Background

The Client

Hambantota International Port Group (HIPG) is a Public Private Partnership and a Strategic Development Project between the Government of Sri Lanka and China Merchants Port Holdings (CMPort). It is incorporated as a private limited liability company under the laws of Sri Lanka. HIPG's parent company CMPort is the largest and a globally competitive public port developer, investor and operator in China, with investments in Mainland China, Hong Kong and overseas, resulting in a port network portfolio spanning 36 ports in 18 countries and 5 continents.

Hambantota International Port Services (HIPS) has the exclusive rights in developing, managing and operating the common user facilities such as port control, piloting, mooring, anchorage, towage, security and QHSE (Quality, Health, Safety and Environment). HIPG and HIPS work together to ensure the efficient and reliable movement of goods and passengers, integrating environmental, social and economic sustainability initiatives into all areas of port operations.

Scope & Objectives

Requirement

HIPG manages a large and continuously growing community of stakeholders requiring controlled access to operational premises. The combined staff strength of all stakeholders exceeds 5,000 personnel, with the user population expected to grow significantly over time.

With a large number of staff, contractors, port personnel, visitors, vehicles and materials moving across operational areas every day, HIPG faced increasing challenges in maintaining accurate visibility of who entered, where they entered, when they entered, and whether they were authorized to access a particular area.

HIPG wanted DMS to design a robust system to enhance security, operational efficiency, transparency, and traceability, aiming to deliver a more customer-friendly and streamlined permit issuance process.

The Challenge

  • Difficulty in monitoring more than 5,000+ staff and stakeholders across multiple access points.
  • Time-consuming manual verification of staff, visitor identities and materials.
  • Limited real-time visibility of people entering and exiting controlled areas.
  • Difficulty in tracking vehicles and their associated users.
  • Challenges in identifying unauthorized or expired access.
  • Manual processes for recording and verifying movements.
  • Limited ability to obtain an immediate history of access activities.
  • Difficulty in managing increasing numbers of users without proportionally increasing security resources.
  • Lack of a flexible platform capable of supporting future technologies.
Methodology & Stack

Our Approach

DMS's pragmatic and systematic approach ensured a scalable path to proactively managing access for staff, port personnel, visitors, vehicles and materials.

After an extensive requirement study - gathering the views of port leadership on future growth, interviewing end-users, and studying the existing pass-issuing process which lacked visibility, scalability and transparency, DMS designed a system combining fixed QR readers and mobile handheld devices to support both permanent access points and field-based verification. This included QR-based access verification through Datalogic Gryphon, fixed scanning devices and Chainway C66 mobile handheld devices, improving the speed, accuracy and visibility of daily access operations.

The design ensured the QR-based solution is not intended to limit HIPG to a single identification technology. The platform is a technology-independent access-management layer capable of supporting additional identification technologies as operational requirements evolve. Facial recognition can also be introduced at appropriate access points subject to organizational policy, privacy requirements and applicable regulatory controls.

The future architecture can therefore evolve from QR → RFID → Facial Recognition → Multi-Technology Access Platform without requiring a complete replacement of the core access-management system.

Bottom Line, The Solution & Benefits

The Solution, 'Automated Gate Pass Management System (AGPMS)', marks a major step forward in HIP's digital transformation, strengthening efficiency, security, and access control across port operations.

The DMS solution transforms access monitoring from a predominantly manual activity into a centralized, technology-enabled and scalable operational process. AGPMS replaces the traditional manual gate pass process with a paperless, QR-based access control system, enabling faster and more secure verification at port entry points while significantly reducing processing time, human error, and administrative complexity.

For an environment with more than 5,000 stakeholders and continued growth, the system provides a foundation for managing access efficiently while improving security visibility. The combination of QR + Fixed Scanning + Mobile Verification + Centralized Monitoring allows HIPG to address current operational requirements while establishing a foundation for RFID + Facial Recognition + Advanced Real-Time Monitoring in the future.
